We all know that the United States government is one of the largest, if not the largest consumer of energy.  So the new <strong>GreenGov</strong> want to set a good example.</p>
<p>On October the 5th, the President signed an Executive Order on federal sustainability.  This is an opportunity for the federal government to show leadership on building a clean energy economy through the way they operate.</p>
<p>The President believes, with this Executive Order the new <strong>GreenGov</strong> is going to be making sure that each agencies are meeting some very aggressive 2020 green standards.</p>
<p>The size and scale of the federal government means the new <strong>GreenGov</strong> can drive innovation, create markets, and help to build great American businesses.  It also means the new <strong>GreenGov</strong> can help make its own communities more sustainable.</p>

<p>President Obama &#8212; I just held a meeting with the CEOs of some of the most innovative energy companies of America.  To talk about growth, and progress of a sector that represents a big piece of America economic future.  As our economy adapts to the challenges of a new century, new ways of producing, saving, and distributing energy offer a unique opportunity to create millions of jobs (<strong>green employment</strong>) for the American people.</p>
<p>Obviously this is a timely discussion on a day of sobering news &#8212; the jobs figures released this afternoon shows we lose 467,000 (four hundred and sixty seven thousand) jobs last month. And while the average loses of about 4,000 (four thousand) jobs per month this quarter is less devastating than the 700,000 (seven hundred thousand) per month that we lose in the previous quarter.  And while there is continuing signs that the recession is slowing, obviously this is little comfort to all those Americans who have lose their jobs.</p>
<p>So, we have taking some extraordinary measures to blunt the hard edges of the worst recession of our life-time.  And to offer assistant to those who have born the brunt of this economic storm.  But as I have said from the moment that I&#8217;d walked through the door of this White House &#8212; &#8220;It took years for us to get into this mess, and it will take us more than a few months to turn it around&#8221;.</p>
<p>That is why the discussion that we had today is so important.  It is men and women like these who will help lead us out of this recession and into a better future.  My jobs, and our job as a government are to do what ever we can to unleash the great generative powers of the American economy by encouraging their efforts.  And I am absolutely positive that we can at this period of difficultly prove once again what this nation can achieve when challenged.  I am confident that we are not only going to recover from this recession in the short term, but we are going to prosper in the long term.</p>
<p>To do that, we have to act now.  To build a new foundation of lasting growth, and energy is one of the pillars of this new foundation.  Essential both to the recovery and our long term prosperity.  I&#8217;m pleased to say, we have achieved more in the last few months to create  a new clean energy economy than we have achieved in many decades before.  The recovery plans will double our country supply of renewable energy, which it is already creating new clean energy jobs (<strong>green employment</strong>).  Thanks to a remarkable partnership between auto-makers, auto-workers, environmental advocates, and states we have also set into motion a new national policy to increase gas mileage and decrease carbon pollutions for all new cars and trucks sold in this country &#8212; which is going to save us 1.8 billion barrels of oil.  And last Friday, the House of Rep past an extraordinary piece of legislation that would make renewable energy the profitable kind of energy in America.</p>
<p>It will reduce our dependency on foreign oil, it will prevent the worst consequences of climate change, and above all it holds the promise of millions of new jobs (<strong>building green jobs</strong>).  Jobs by the way that can&#8217;t be outsourced.</p>
<p>The CEOs standing behind me know a lot about these kinds of companies.  These are folks whose companies are helping to lead the transformation towards a clean energy future.  Even as we face tough economic times, even as we continue to lose jobs the CEOs here told me that they are looking to hire new people &#8212; in some cases to double or even triple the size over the next few years.  They are making money and they are helping their customers save money on the energy front.  So, these companies are vivid examples of the kind of future we can create.  But it is now up to the Senate to continue the work that was begun in the House to forge this more prosperous future.</p>
<p>We are going to have to set aside the posturing and the politics &#8212; and when we set aside the ideological debates then our choice is clear.  It is a choice between slow decline and renewed prosperity.  It is a choice between the past and the future.  The American people I believe want us to make the right choice.  And I am confident that the Senate will.</p>
<p>At every juncture in our history, we have chosen to seize big opportunities, rather than fear big challenges.  We have chosen to take responsibly, we have chosen to honor the sacrifices of those that came before us, and fulfill our obligations for generations to come.  That is what we are going to do this time as well.</p>

Many diesel engines get 30% better mileage; and if you want to take it a step farther, try an <strong>alternative to fuel</strong> &#8212; cooking oil.  That&#8217;s right, the stuff we cook with, corn oil in now <strong>corn alternative fuel</strong>.<br />
When the prices of fuel started going up, Chad Ogren started using a <strong>diesel alternative fuel</strong> &#8212; <strong>alternative biodiesel</strong> aka cooking oil.</p>
<p>Chad Ogren began using <strong>alternative biodiesel</strong> when gas price hit $5.00 a gallon.  He gets the <strong>corn alternative fuel</strong> from restaurants by offering a clean up service. Chad then filters the <strong>corn alternative fuel</strong> and runs his truck on it.  He had to run a series of modifications on his truck to run on this <strong>diesel alternative fuel</strong>, but Chad is happy to have made the switch.  Chad is currently saving $150 per week by using the <strong>alternative biodiesel</strong> fuel.</p>

<p>Since taking office, my administration has mounted a sustained response to a historic economic crisis.  But even as we take decisive action to repair the damage to our economy, we&#8217;re also working to build a new foundation for sustained and lasting economic growth.  And we know this will not be easy, but this is a moment where we have been called upon to cast off the old ways of doing business, and act boldly to reclaim America&#8217;s future.</p>
<p>Nowhere is this more important than in building a new, <strong>clean energy economy</strong>, ending our dependence on foreign oil, and limiting the dangerous pollutants that threaten our health and the health of our planet.  And that is precisely what we have begun to do.  Thanks to broad coalitions ranging from business to labor; investors to entrepreneurs; Democrats and Republicans from coal states and coastal states; and all who are willing to take on this challenge &#8212; we have come together to achieve more in the past few months to create a new, <strong>clean energy economy</strong> than we have in decades.</p>
<p>We began with historic investments in the <strong>Recovery Act</strong> and the federal budget that will help create hundreds of thousands of jobs doing the world of doubling our country&#8217;s supply of <em>renewable energy</em>.  We are talking about jobs building wind turbines and solar panels; jobs developing next-generation solutions for next-generation cars; jobs upgrading our outdated power grid so it can carry clean, <strong>renewable energy</strong> from the far-flung areas that harness it to the big cities that use it.</p>
<p>Thanks to a remarkable partnership between automakers, autoworkers, environmental advocates, and states, we created incentives for companies to develop cleaner, more efficient vehicles &#8212; and for Americans to drive them.  We set in motion a new national policy aimed at both increasing gas mileage and decreasing greenhouse gas pollution for all new cars and trucks sold in the United States.  And as a result, we will save 1.8 billion barrels of oil over the lifetime of the vehicles sold in the next five years &#8212; the projected equivalent of taking 58 million cars off the road for an entire year.</p>
<p>We know that even as we seek solutions to our energy problems at home, the solution to global climate change requires American leadership abroad.  That is why I have appointed a global climate envoy to help lead our re-engagement with the international community as we find sustainable ways to transition to a global low-carbon economy.</p>
<p>Just last Friday, the House of Representatives came together to pass an extraordinary piece of legislation that will finally open the door to decreasing our dependence on foreign oil, preventing the worst consequences of climate change, and making <strong>clean energy</strong> the profitable kind of energy.  Thanks to members of Congress who were willing to place America&#8217;s progress before that usual Washington politics, this bill will create new businesses, new industries, and millions of new jobs, all without imposing untenable new burdens on the American people or America&#8217;s businesses.</p>
<p>In the months to come, the Senate will take up its version of the energy bill, and i am confident that they too will choose to move this country forward.  So, we have gotten a lot done on the <strong>energy</strong> front over the last six months.  But even as we&#8217;re changing the ways we&#8217;re producing energy, we are also changing the ways we use energy. In fact, one of the fastest, easiest, and cheapest ways to make our economy stronger and cleaner is to make our economy more <strong>energy efficient</strong>.  And that&#8217;s something that Secretary Chu is working every single day to work through.  We know the benefits.</p>
<p>In the late 1970s, the state of California enacted tougher <strong>energy efficiently</strong> policies.  Over the next three decades, those policies helped create almost 1.5 million jobs.  And today, Californians consume 40 percent less energy per person than the national average &#8212; which, over time, has prevented the need to build at least 24 new power plants.  Think about that&#8230; California &#8212; producing jobs, their economy keeping pace with the rest of the country, and yet they have been able to maintain their energy usage at a much lower level than the rest of the country.</p>
<p>That is why we took significant steps in the <strong>Recovery Act</strong> to invest in <strong>energy efficiency</strong> measures &#8212; from modernizing federal buildings to helping American families make upgrades to their homes &#8212; step that will create jobs and save taxpayers and consumers money.  That is why I have asked Secretary Chu to lead a new effort at the Department of Energy focusing on implementing more aggressive efficiency standards for common household appliances &#8212; like refrigerators and ovens &#8212; which will spark innovation, save consumers money, and reduce energy demand.</p>
<p>So today, we&#8217;re announcing additional actions to <strong>promote energy efficiency</strong> across America; actions that will create jobs in the short run and save money and reduce dangerous emission in the long run.</p>
<p>The first step we are taking sets new efficiency standards on fluorescent and incandescent lighting.  Now, I know light bulbs may not seem sexy, but this simple action hold enormous promise because 7% of all the energy consumed in America is used to light our homes and our businesses.  Between 2012 and 2042, these new standards will save consumers upto $4 billion a year, conserve enough electricity to power every home in America for 10 months, reduce emissions equal to the amount produced by 166 million cars each year, and eliminate the need for as many as 14 coal-fired power plants.  And by the way, we are going to start here at the White House.  Secretary Chu has already started to take a look at our light bulbs, and we are going to see what we need to replace them with <strong>energy efficient</strong> light bulbs.</p>
<p>If we want to make our economy run more efficiently, we have also got to make our homes and businesses run more efficiently.  And that&#8217;s why we are also speeding up a $346 million investment under the <strong>Recovery Act</strong> to expand and accelerate the development, deployment, and use of <strong>energy efficient</strong> technologies in residential and commercial buildings, which consume almost 40% of the energy we use and contribute to almost 40% of the carbon pollution we produce.</p>
<p>We are talking about technologies that are available right now or will soon be available from lighting to windows, heating to cooling, smart sensors and controls. By adopting these technologies in our homes and businesses, we can make our buildings upto 80% more <strong>energy efficient</strong> &#8212; or with additions like solar panels on the roof or geothermal power from underground, even transform them into zero-energy buildings that actually produce as much energy as they consume.</p>
<p>Now, progress like this might seem far fetched.  But the fact is we are not lacking for ideas and innovation.  All we lack are the smart policies and the political will to help us put our ingenuity to work.  and when we put aside the posturing and the politics; when we put aside attacks that are based less on evidence than on ideology; then a simple choice emerges.</p>
<p>We can remain the world&#8217;s leading importer of oil, or we can become the world&#8217;s leading exporter of <strong>clean energy</strong>.  We can allow climate change to wreak unnatural havoc, or we van create jobs utilizing low-carbon technologies to prevent its worst effects.  We can cede the race for the 21st century, or we can embrace the reality that our competitors already have: The nation that leads the world in creating a new <strong>clean energy</strong> economy will be the nation that leads the 21st century global economy.  That is our choice: between slow decline and renewed prosperity; between the past and the future.</p>
<p>The American people have made their choice.  They expect us to move forward right now at this moment of great challenge, and stake our claim on the future &#8212; a stonger, cleaner, and more prosperous future where we meet our obligations to our citizens, our children, and to God&#8217;s creation &#8212; and where the United States of America leads once again.  That&#8217;s the future we&#8217;re aiming for. I have a great Secretary of Energy who&#8217;s helping us achieve it.  I want to thank again the House of Representavtives for doing the right thing on Friday, and we are absolutely confident that we are going to be able to make more progress in the weeks and months to come.</p>

<p>The <strong>Cap and Trade</strong> bill is over 1500 pages long.  In short, the <strong>Cap and Trade</strong> is 1200 pages with 300 pages of amendments.  The <strong>Cap and Trade</strong> bill is a bill that promises grenn energy revolution in America.  The cap in other words means government will impsed limits on carbon emission.  The trade part of the bill means the government will created a market to buy and seel greenhouse credits.  The <strong>Cap and Trade</strong> is not a loan from the American people that will be paid back.  The <strong>Cap and Trade</strong> legistation is a tax.</p>
